Teachers Violate Rules, Teach Students At Coaching Centres Amid Ban

CEO Anantnag bans government teachers for teaching private coaching centers

Violating government rules, some teachers in South Kashmir's Anantnag continue to teach at coaching centres even as the Chief Education Officer has banned government teachers from teaching at coaching centres.

As per a circular issued by the Chief Education Officer Anantnag, a copy of which lies with news agency—Kashmir News Observer (KNO), it has been observed that some government teachers had been undertaking coaching assignments in private institutions and coaching centers violating the government norms of Rule 10 of J&K Government employee conduct Rule 1971

“If anyone among teaching Staff will be found making violation of Govt orders/circulars instructions and J&K employees conduct rules 1971, necessary action shall be taken against them,” he said.

“In continuation to this office circular instructions issued vide No:CEO/A/IMW/10590-782/23 Dated: 08.05.2023, a preliminary enquiry has been conducted regarding involvement of Government teaching personnel in coaching centers. The report reveals that some teaching personnels are involved in coaching centers which is a gross violation of Rule (10) of J&K Govt Employees Conduct Rules 1971,” reads the circular.

“Accordingly, all the DDO's are enjoined to obtain an affidavit from the teaching personnel of his/her control to the effect that they shall not teach in private coaching centers henceforth. In case any teaching official found violating the Govt. orders/circular instructions and J&K Employees Conduct Rules 1971, necessary action shall follow against the erring officials,” it reads.

“Further the District Level Monitoring Committee constituted for the purpose are also instructed to gearup the monitoring process and share the report/recommendations with this office for prompt action,” it states further.

Notably, two days before, the Department of Education had ordered suspension of a government teacher for teaching at a private coaching centre in south Kashmir’s Anantnag district.

“In terms of Rule 31 of Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules 1956, pending enquiry into the conduct Mr. Bilal Ahmad Lone teacher Middle School Garoora presently deployed at Model Boys Higher Secondary Anantnag is placed under suspension with immediate effect in violation of Rule 10 of the J&K Government Employees (Conduct) Rules, 1971, Chapter (IV) Section 28 of RTE Act, 2009, circular number 49-JK(Edu) of 2022, dated 17.11.2022,” reads an order, a copy of which lies with KNO.

“During the period of suspension, the suspended shall remain attached with the principal District Institute of Education and Training Anantnag,” order reads further—
